CR 2011 unable to connect to SQL Server via ODBC

I was able to establish a connection and create a couple of reports.   I went to use Crystal again I am now getting Login Failed

then

Database Connector Error: 'IM006[Microsoft][ODBC Driver Manager]

Driver's SQLSetConnectAttr failed [Database Vendor Code: 18]'

then

Database Connector Error: '01000:[Microsoft][ODBC SQL Server Driver]

[TCP/IP Sockets]ConnectionOpen(SECCreateCredentials0).

[Database Vendor Code: 18 ]'

then

  Logon faile

Details:08001:[Microsoft][ODBC  SQL Server Driver][TCP/IP Sockets]

SSL Security error [Database Vendor Code:18 ]

The SQL server is 2008 R2

Crystal Reports 2011  is version 14.0.9.1345 RTM

The ODBC connection test is  successful
